By-Laws
1. Rules
The game of Netball shall be run in accordance with Netball NSW
Ltd. Official Rule Book.
2. Registration Fees
Registration fees shall be set by the Club Committee for each
competition.
3. De-Registration
3.1 De-registration will be permitted upon receipt by the
Secretary, of a personal written application.
Once a player is de-registered,
that player can play no further games within the Association for the
duration of that specific
competition.
3.2 Additional Registrations by Individuals.
a)
Additional players may be registered by a team and/or club at any time
during the playing season.
b)
These players must complete the official registration form and pay
registration fee prior to the
participation in competition matches.
3.3 All player registrations must have the approval of the
nominated team delegate before being allowed to
play in that team. Non approval
will result in de-registration of the non-approved player.
4. Competition
The competition shall be controlled by the Committee.
Duration of the competition shall be set by the Committee
prior to each season.
Nelson Bay Netball may offer two of competitions:
4.1 a) Girls only
b) Modified Mixed
4.2 In accordance with Netball Australian Junior Sport
Policy and in line with the Commonwealth Sex
Discrimination Act,
Nelson Bay Netball Association will provide equitable opportunities for
boys to
participate in
unrestricted netball with girls up until the ages of 12 years.
4.3 12 years and under – Modified Mixed Competition
a) Teams may have up to three (3) boys on court at any one time i.e. 3
males and 4 females.
If two (2) or more boys are on court at one time they must
play in separate thirds of the court
i.e. GS or GA in one third of the court, C, WA, WD in one third of the
court, or GD, GK in one third
of the court.
4.4 Competitions,
other than 12 years and under, are at the discretion of Nelson Bay
Netball Association.
These may include
an all female competition or a modified mixed competition.
4.5 Intermediate 13-15 years – Modified Mixed
Competition
a) Teams may have up to 2 boys on court at any one time ie 2 males and 5
females. If Two (2)
males are on court at any one time, they must play in separate thirds of
the court ie GS, GA in
one third or C, WA, WD in one third, or GK, GD in one third.
4.6 Uniform for Modified Mixed Competitions
Male players to wear same
team colour top and shorts
4.7 Boys will be eligible to play in semi finals,
finals and grand finals for the ages 10, 11 12 years and
Intermediate)
4.8 That a player who
wishes to change teams after the player has been formally accepted by
the team
delegate, that player
must obtain written permission from that team delegate to change teams
and
this must be done before
round one commences, even if that player has not taken the court. Once
round one has commenced,
a player cannot change teams.
5. Commencement of Competition Matches
5.1 Play must commence at the time set down in the
fixtures, except where a player is delayed by playing
(i.e. the umpire) or
umpiring in a previous match.
5.2 Players may not take the court unless attired in
approved uniform.
5.3 Any injuries occasioned during any match are to be
reported on the back of the score sheet, and
witnessed by either
umpire controlling the said match.
6. Disputed Matches
Any team which disputes any aspect of the game, may report it
immediately to a Committee member.
If the matter is unresolved, the case is to be referred to
the Committee for decision in the following
manner:
a) Score sheet for the
game concerned, shall not be signed.
b) The nature of the
dispute shall be stated on the back of the score sheet, and signed by
the captain,
and
placed in the score sheet box.
7. Replay of Disputed Match
Where decided by the Committee, disputed games will be
replayed. Teams concerned may field any player
with their team for such player, excluding any player under
suspension.
8. Wet Weather
Should rain interrupt or prevent matches which may
be playing in different time-slots, these games will be
postponed and replayed at a later date if necessary to
complete a grade fixture.
9. End of Season
Competition shall conclude in the following manner:-
9.1 Minor Premiers shall be the team who has accumulated the
most points throughout the season.
9.2 In the event of two or more teams being on equal points,
such teams may play matches to decide to
decide minor premiership.
9.3 Minor placing will be decided by positions on the point
score.
10. Semi-finalists
Semi-finalists shall be drawn as follows:-
1 v 2 - 3 v 4
11. Finalists
Finalists will be drawn as follows:-
a) Winner of the major
semi-final to automatically advance to the Grand Final.
b) Loser of major semi-final to
play winner of minor semi-final and winner of that game to play the
winner
of major semi-final.
12. Grand Finalists
Grand finalists shall consist of winner of major
semi-final, and winner of final played between loser of major
semi-final and winner of the minor semi-final.
When goal scores are even at full-time, in play-offs,
semi-finals, finals and grand finals, the procedure is as
follows:
a) two (2) minute interval
b) toss coin for centre pass or
choice of goal end
c) play for five (5) minutes
d) two (2) minute interval
e) change ends and play for
further five (5) minutes
If scores are still even
i) toss for centre pass or
choice of goal end
j) first team to have a two (2)
goal advantage is the winner.
If games are incomplete due to weather, court,
equipment or outside influences for semi-finals, finals or
grand final, the match will be replayed in its entirety
the following day (Sunday). If the replayed match is
again incomplete, the game shall be replayed on the
following Wednesday night.
If after all prior attempts to complete the game have
failed, and a grand final game does not reach half
time, the teams shall be given a period of 10 minutes
in which to decide on a suitable date and time to
replay the game.
If the game has reached half time and is unable to be
completed, then the score at half time becomes the
final score.
If a decision cannot be reached for a replay, then both
teams will be deemed joint premiers.
13. General Information for Players
13.1 A junior player constitutes one who has
reached the age of 7,8,9,10,11 and 12 years as at the 31st
December in the year of play.
13.2 An Intermediate player constitutes one who
has reached the age of 13, 14 or 15 years as at the 31st
December in the year of play.
13.3 At least two members if each senior team
playing in the competition, shall attempt the Umpiring
Theory
Examination. A fine of up to $20.00 is imposed upon a team who has no
representatives at the
Umpire’s Examination. If only one player attempts the Exam, then a fine
of $10.00 only shall apply.
13.4 A delegate may represent one (1) team only
at any meeting of the Association
13.5 Any player may only play one competition
match with any one team on any Saturday, unless special
fixtures are warranted by the Association. When circumstances
arise which necessitates matches
having
to be played at times and on dates other than the usual Saturday, to
facilitate completion of
competition games, players will be permitted to make themselves
available for such matches.
13.6 No member of the Association shall be
permitted to leave one (1) affiliated body to play in another in
any one
season, without a clearance.
13.7 Any player who, in the opinion of an umpire,
behaves in a rude or offensive manner, or in a manner
unbecoming the game of Netball, may be sent from the court of play by
the umpire.
13.7.1
Any person removed from the court of play in accordance with rule 13.7
above shall be
ineligible to participate in the next competition game in which the
player’s team is eligible to
participate.
13.8 Any person not a financial member of the
team in which they are playing, shall incur a loss of two (2)
points
for each game in which they play unregistered, and the non-offending
team shall receive the
winning
points for each occasion, regardless of whether they win, draw, or lose.
13.9 Non-playing persons who wish to have the
right to vote at general meetings, must be a financial
member
of the Association.
13.10 One (1) competition point will be lost for
failure to complete score sheet in correct manner.
13.11 One (1) competition point per umpire will be
deducted from a team for failure to fulfill umpiring duties
as
appearing in the fixtures, plus a fine of $20.00 per umpire for failure
to fulfill umpiring duties as
appearing in the fixtures.
13.12 Twelve (12) players only per registered team, at any
one time.
13.13 Fingernails are to cut short with regard to all persons
playing in competition. No jewellery is to be
worn with the
exception of a wedding band, which, if worn, must be taped. Ear-rings
must be removed
or may be
taped
13.14 A fine of $10.00 per canteen person will be imposed on
teams not fulfilling canteen duties as set out
in the
fixtures.
14. Eligibility to Play
Players must play three (3) competition matches with
the Association team concerned to become eligible to
play in play-offs, semi-finals, finals and grand
finals.
15. Club Uniforms
15.1 All players are compelled to wear regulation
positional patches at all times, and such patches to be
fully
visible to the umpires for the duration of the match.
15.2 All players must wear the same colour
briefs, and they shall be either the colour of the skirt, or the
colour
of the shirt, or navy, or black.
15.3 Shirts to be worn must have short sleeves.
15.4 School teams in the competition are
permitted to wear their regulation sport tunic.
16. Playing “out of uniform”
Players may only play three (3) competition matches in
white uniform, thereafter, they must play in the
uniform of that team/club.
17. Umpires
17.1 No official matches shall be played without
umpires.
17.2 Every team
shall supply umpires as set down in the fixtures by the Association.
Failure to comply with such ruling will render such
team liable to a loss of one (1) competition point for each
umpire not fulfilling umpiring duties, plus a fine of
$20.00 for each umpire not fulfilling duties.
Fine to be paid prior to taking the court of play of
play in the following competition week.
Rule to include Reserve Umpires. Teams may be required
to umpire each week.
18. Score Sheets
18.1 Captains shall list the names of their
players playing on the date on the score sheets.
18.2 Captain of the winning team is responsible
for placing the score sheet at the official table or in the
score-box, on the day of play.
18.3 All score sheets should be signed by both
captains, umpires and scorers, and all details completed.
If the
score sheet submitted does not clearly show the team names, and the
winner, then no points
will be
awarded until such time as both teams clarify the result of the match.
19. Forfeits
A team shall receive a forfeit when:
19.1 The opposing team fails to field at least five (5)
players.
19.2 The opposing team fails to complete a match once
commenced.
19.3 Teams receiving forfeits must fulfil umpiring
duties
19.4 A Forfeit on Notice is allowed in the following
circumstances:
19.4.1 The
team forfeiting notifies the Registrar by telephone by the Wednesday
prior to the Saturday
on which the game in question is to be played, and the team forfeiting
also notifies the team
captain of the opposing team and umpires allocated to that game.
19.4.2 Teams forfeiting at the grounds, due to lack of
players, illness etc., then the team eligible to receive
the forfeit must have five (5) players sign the score sheet to receive
their forfeit and points.
20. Association Forfeits
An Association forfeit shall occur when:
1) A team withdraws from
the competition
2) When a team forfeits
three (3) matches in succession
3) When a team fails to
umpire three (3) consecutive matches
20.1 Teams receiving Association forfeits must fulfill
umpiring duties
21. Competition Points
Points shall be awarded in competition matches as
follows:
Win 3 points
Bye 0 points
Draw 2 points
Loss 1 point
Forfeit 0 points
22. Guidelines
Carnivals
22.1. Registration fees for carnivals must
accompany entry forms, or entry will not be accepted.
22.2 Entries will not be accepted after the
closing date
22.3 Teams that enter carnivals, and who fail to
participate are liable to a fine by Netball NSW.
Representative Players
22.4 In order to be a member of a selected
Representative Team, players must hold a current umpire’s
theory
pass or umpiring badge, or be a candidate at the theory examination in
the year of
representation.
22.5 Players selected in Representative teams
shall sign the appropriate forms as drawn up by the
Association, governing requirements of said players.
22.6 Players must attend all training sessions as
set down by the coach.
22.7 All members of selected teams shall be
accommodated at the same place where practicable.
22.8 All players in selected teams shall travel
together to and from the courts where matches are to be
played
22.9 If player is under 18 years of age, obtain
written consent from parent or guardian.
22.10 Each player is responsible for her allocated
uniform, from the time it is handed to her, until the
selected matches are concluded.
Uniforms must be returned immediately upon the conclusion of
championships, to manager or
manageress.
Representative Umpires
Umpires accompanying representative teams shall:
22.11 Abide by conditions relating to
representative teams
22.12 Attend training sessions and carnivals as
required
22.13 Umpire all official matches attired in
white.
22.14 Adhere to Nelson Bay Netball Association
By-Laws, Guidelines and Constitution.
23. Lost Property
All property handed in and not
collected, will be given to charity at the end of each season.
